New build, board powers for one second, cpu and case fan spins for one second, powers down, no beep. FD8310 Processor, GDDR3 1330 ram 2 2 meg sticks.

The fan might be faulty.
Is your fan stuck in any way? Try to spin it manually. Usually the cord gets stuck inbetween the blade which prevents it from moving.
If there is a power problem double check all connections especially the 8-pin for CPU power. If that doesn't do anything try disconnecting the graphics card and run through the on-board graphics to see if there is any luck there.

Checked the fan and it's good, I disconnected the CD, HD, removed Graphics card and only have the case fan and CPU fan connected. Connected directly to the Mobo display connector, nothing on the screen. Power supply, case fan and CPU fan spins for 1 sec and then stops. Have to turn power off, disconnect power cord to get it to do this again. Tried without any RAM, no beeps, no post. Nothing on display with either graphics card or onboard graphics connector.

With this motherboard. I have the 760GMA-P34 with a FX 6300. Thing is with these chips on the boards is they will only recognize CERTAIN processors/ram speeds. And i had the same issue with what you're having now only difference is that mine happened when i was overclocking hence why i said reset your CMOS. It could be that your motherboard isnt liking your processor. Cause this spin off has to do with your processor i am certain of it. Either it being too high in turbo mode when you turn it on hence the 1sec spin. Or its just not liking it. What PSU did you use as well?

It showed it would work, So what you are saying is this processor will not work. What processor should I use with this board if this one will not work. This is my son's friends computer and he ordered the stuff. But I looked online and it said it would work with this processor.

I will have to ask my son's friend. I don't think so, I thought he bought the processor, but he bought the stuff without talking with me. I have spare psu's so I'm going to change that, and I'm going to get him a 6300 processor tomorrow and try it. I will post the results and find out where he got the processor. Thanks everyone so far..
