AMD radeon r9 270x instead of Asus NVIDIA Strix GTX 970 ?

Hello !
I wanted to build my own gaming/editing pc for personal use on a very tight budget of around a $1000-$1200. I wanted to get the asus nvidia stix gtx 970 4gb gddr5 gpu but then i realised i had forgotten about the water cooler for my cpu which would cost a bit over $100, so i decided to go with a bit lower end gpu that is the amd radeon r9 270x 4gb gddr5 gpu. i only play at 1080p not aiming for 4k. for video editing i use after effects and MAYA for 3d modelling (beginner) and photoshop. Will R9 270x do the job at full hd at max settings and give around 60 fps ?

My build is as follows
intel i7 4790k CPU
Asus z97 pro wifi ac MOBO
AMD radeon r9 270x GPU
32 gigs of corsair ddr3 RAM
250gb samsung SSD
2tb WD HDD
corsair rm850 850w PSU
Corsair h100i LIQUID COOLER
cooler master elite 431 CABINET

IS 850w PSU ENOUGH ? and can a 750w do the job ?

Please recommend any changes except CPU and MOBO, bc i have already bought them.

With your budget, you should have not gotten the H100i and gone with something cheaper like coolermaster 212 EVO or Cryorig H7.
A 850W is enough for a single gpu build easily. Look for the EVGA g2 850W instead of Corsair RM 850.
The R9 270X is no longer capable in playing at 1080p max settings 60fps.

I would like to stick with i7 as if have adjusted my budget by reducing from razer ouroboros to deathadder and razer battlefield edition headphones to 7.1 surround gaming headphones. i am now getting a gtx 970, and a corsair rm 850w psu

Except seasonic the other companies don't sell their product in my country, i know EVGA is cheaper than corsair but its not available and also shipping it from any other country would cost me twice as much as the rm850. However i have to disagree with your opinion of portraying rm850 as an average psu, i have seen only positive reviews about it a how quite it is. i am not very good with all this stuff, i can only tell what i read. NOTE - i was talking about the rm 850 80 plus gold, model.
