What cooling should I use for my CPU?

My CPU is an Intel i7 3820 overclocked at 3.6GHz, quad core, hyperthreaded. I used to use a closed loop cooling system for it but the cooling has come to the end of it's life. I tried to clean out and refill the cooler which didn't end up working. I now need to buy a new CPU cooler and I'm not sure what to go with. I'd like the simplicity of a fan and I'd choose a cheaper, noisier cooler over a more expensive one that's only more quiet. I'm not sure whether I need to buy a water cooling system (not closed loop again) or a fan if it will do.
1) Liquid or fan?
2) Which can you recommend?
3) Is there a way to see if my CPU is fine before I buy a cooler
4) For the new case fan (if I need a new one) is there a specific size to get or are they universal?
5) What case fan do you recommend?

2. Hyper 212 Evo will do the job no worse than a water cooling system
3. Download HWMonitor to look at your temps
4. Look at your case specs. It says what fans you can mount (80mm, 90mm, 120mm, 140mm?)
5. Cooler Master Basic Case fans are fine and also dirt cheap. CPU cooling with Fan is much more safer than liquid. It's cheap as Forever Oleg already mentioned . It performs pretty good but not like liquid cooling & lasts longer than liquid cooler where Liquid Cooling generally recommended for Intense overclocking but proper maintenance is required.
