I got a i5 4460 cpu, radeon r9 270 gpu, H81 gamer board. I installed all drivers correctly and there is no catalyst control center i tried reinstalling the drivers but always says it installs correctly and the ccc doest appear... a friend of mine told me that a intel cpu/ board with a amd gpu wont let me install the ccc. Does that have something to do ?

No. Your friend is wrong. There is nothing stopping you from isntalling CCC on intel cpu unless there was a problem with the installer.
Try re downloading the driver, make sure you uninstall any previous AMD drivers before isntalling your latest one. After the installation, you will get the option to "View logs". Hit that button and look through what was installed and if it was successful.
