Microsoft surface 3 configuration for video trimming on premiere pro

Is the cheapest configuration of the surface 3 (non pro) enough for this? I'm only planning on trimming, stitching, organizing and maybe some light color grading on the video clips on this device but no effects or rendering (I'm thinking of directly moving the premiere pro file from this device to my actual work computer).
I'm also planning on using this laptop/tablet for note taking, web browsing, social media, and YouTube if that means anything.

I have the pro 3 its a great portable alternative to a laptop like it says in the adverts and you don't require a huge amount of USB connectivity. The note taking input for it is nice the surface pen picks up your hand writing rather well and is nice and responsive/accurate. The surface 3 compared to the pro 3 has a weaker processor than the pro but for what you want it for it should be fine just try and find your self a small bluetooth mouse for it and buy a type cover for it also as I makes using much easier when trying to use programs that aren't optimized for touch.
 
Trimming and stitching together videos hardly takes any processing power as long as the video have been encoding with the same settings like bit rate, resolution, frames per second, etc. Otherwise you would need to re-encode the video clips so that they are all using the same settings.

I do not use Premiere and I only encode my movies so that I can store them on my hard drives... but doesn't changing the color grading require the video to be re-encoded?
