my lap top is dell 15R N5110 Core I5-2450M 2.5 up to 3.1 (when i bought it)
but now after i changed my OS to win 8
it read the processor @2.5GHZ to 2.5GHZ why it`s not reading the 3.1GHZ speed

the cpu has base clockrate of 2.5 GHz and turbo 3.1 Ghz. that means when one core of your cpu is working, the cpu will auto overclock the core to 3.1 GHz as long as thermal headroom is available. after the work is done, it will go back to 2.5 GHz.

the 3.1 GHz clockrate is "up to", not continuous.

ok >>> why it`s not showning that it can go up to 3.1 ( it`s saying that it`s 2.5GHZ -2.5GHZ) is that mean i have a problem in the hardware or it`s just driver and how can i get it to work or at least read that speed
 

did you install the necessary intel drivers after installing the new operating system?
it's not really important that windows didn't read the clockrate. check with cpu-z if the cpu does turbo with a load (try 7-zip's benchmark mode or refreshing tomshardware homepage).

try refreshing the system page again while doing something on the cpu. see if that changes the clockrate reading.
