My first ever build won't turn on [MSI X99A MPOWE]

Everything is plugged in, and all the LEDs except the debugger blink (even the graphics card's LEDs blink!) I feel like most people know what this means except me, but MSI's website is terrible and a maze and the User Guide isn't helping. Anyone have any ideas? I feel like it's just blinking green, the normal color, and the CLRCMOS button is blinking so it should be an easy fix

I tried unplugging and replugging psu and turning it off and on... the LEDs last a bit after its turned off to keep blinking then stop.

(Here's a video of exactly what's going on. Its not in a case because someone recommended to me to try booting it
once before putting it in to make sure everything works. I'm sure glad I took that advice now)[https://vid.me/AYNq]

I feel like everyone knows what these blinking LEDs mean but me... :(
