Is my GPU holding my performance back?

A while ago, I bought a GTX 650 for my old crappy dell PC that had to rely on onboard video. Not knowing what a bottleneck is, I found that the GPU upgrade was useless when I only had 3GB of RAM and an Intel Core 2. Eventually, I decided to build a PC from scratch so I could finally run games on my PC smoothly. I used the GPU that I got for my old PC, because it seemed powerful enough to work in my system. While I enjoy decent performance with this PC, I've noticed others who have the same specs as me (but with a different GPU) get better performance. I'm starting to suspect my GPU is the weak point on my PC, and it should be upgraded to balance with the rest of the hardware. Is my GPU really holding me back? Could it be another part of my system? Would I even benefit from a better GPU at all? Any help is appreciated.
