Toshiba external 3TB HD not being recognized!

From a couple of days back, whenever I plugged in my "Toshiba 3TB Stor.E Canvio 2.5" USB 3.0 Portable Hard Drive" whether on the Desktop or a Laptop, it would refuse to show up in "My Computer". I've had this [the product, not the problem] for just over a year, so I know that it worked beforehand.

I know that it’s getting power because the LED light on the front of the case is lit and I know that the HD is not being read because that same LED light is not blinking in regular intervals and whenever I physically feel it there’s no rumble feeling of parts moving inside. I can see this drive in disk management. Any Ideas what's going on?
 
I had one of those Toshiba Store.E drives - - for six months, then it just rolled over and died on me (exact same symptoms as yours).

Now I only buy WD drives. I have four of them for multiple backups. They are so reliable that I stuck with the brand ever since and never regretted it. Even if one of them failed tomorrow, they are all 7 years old so I've no complaints.

I can also hear the drive "spin-up" when it is plugged in and the computer acknowledges that it has been plugged in, with its normal "plug & play" sound, but it just won't show up in "My Computer"

I guess it will not hurt to attach the drive with a different USB cable to a different port. The ports on the back of the computer case tend to provide more power.
How does the drive appear in Disk Management? Does it have healthy partitions and file system? Does it have a letter assigned? It would be helpful if you could provide a screenshot.
In case there is something wrong with the partitions, you can use some partition recovery program. In case there is not letter assigned, you can assign one.

In case the issue persists and the HDD is under warranty, you can contact the manufacturer's Support and eventually RMA it.
