I made a new build (my second I have done) and it's running poorly. I swapped the ssd over from my last build and it used to take about 20 seconds to load everything, now about 2 minutes. All programs take much longer than they used to. I have advanced system care and it takes about 10 minutes, used to be 2. Task manager often won't work when I have problems with programs and when it does it often won't do the end task to shut something down.
My games are the worst part. Wolfenstein would average 40 fps, but drop to 10, Far cry 4 averages mid 20s and drops to single digits, etc. Most games on high but Far Cry 4 had to be put on low and 1080 to even run the game. All drivers for everything are updated by the way.

Zotac GTX 970 4GB Extreme Core Edition
Thermaltake Toughpower TDDP-750 PSU
2 Samsung EVO SSD
Seagate Barracuda HDD
Phanteks Entoo Evolv Mini ITX case with 3 Phanteks fans
Temps while running Far Cry 4 using HW Monitor
Mainboard 113 C
CPU 41 C
GPU 65 C
SSD and HDD 34 C
That 970 should be able to handle my games without a hitch, and if it was just games I would think it would just be the GPU, but as I said everything runs really slow. There are times I will click on a program and it takes so long I can't tell if it missed the mouse selection or not.
I really don't know how to trouble shoot much outside the basics. I can put these together but honestly don't know much about the fine tuning and delving deeper into what could be wrong. I don't have spare parts to swap out and do a process of elimination so any help would be appreciated.
