CPU only uses 30 % while gaming and suddenly goes up to 60% for few seconds PLS HELP!!!

my AMD FX8300 cpu is only using 30% while gaming and suddenly it goes about 60% for few seconds giving me smooth fps for only about 2 seconds and after that its around 20 fps. this cycles on and on and on.... WHY it doesn't stays at 60% usage?? someone pls help me

spec: GPU r9 290 oc
CPU AMD FX8300
RAM 8GB
HDD 900GB
PSU 700W

yeah it spikes to 100% once in a while even on a stress test...

Try...
1. Reinstall Drivers

2. Reapply thermal paste and remount the CPU properly.
