Installation, driver issues, and VGA issues with r9 270x

I gave a friend of mine my old GPU after I upgraded. Its an XFX r9 270x that I had crossfired. I used the hdmi port on it and everything worked fine. ( I use windows 8.1)

However trying to install the drivers on his PC has produced a series of issues and impediments that I have never encountered. I will list his specs below.

CPU: i5 2500k
GPU xfx r9 270x 2GB ( his old card: radeon HD6770)
RAM: 8GB ram, Gskill ripjaws
MOBO: asrock Z68 pro3
OS: Windows 7 Professional
PSU: 750w Corsair (dont know model)
HDD: 1TB seagate
2 VGA monitors
His computer ran fine before. No issues. with the above setup.

Did a complete wipe of thje old drivers using DDU (In safe mode), which always works.
Plugged the card into the Mobo. Let windows 7 do its thing to find the standard VGA adapter drivers. Installed the most recent AMD catalyst drivers which work on Windows 7. It took several attempt to get the drivers installed. The first attempt produced installation errors and messages saying that all the drivers couldn't be installed. After several wipes, it installed successfully and CCC works properly.All AMD drivers installed. After the install, things get weird.

* 1. Plugging a second VGA monitor while the computer is on makes both screens go black with the on-screen message "no output detected" From that point on we have to hard boot the computer.

* 2. When plugging in a second VGA monitor while the computer is off, the display shows the splash screen and loading screens on both monitors, then they go black on the login screen. (same issues as #1)

*3. The computer can only be cold booted. If you use the reset function on Windows 7, the screen stays black as it reboots with no splash screen. It must be shut down, cold booted, and the displays work again.

I never encountered these issues when I used HDMI, so I'm assuming a set of driver issues with Windows 7. Or is a setting that isn't properly configured for display outputs? This card worked one month ago in my own rig, So my gut tells me its driver/ display setting/ windows 7 related.

EDIT:
OK problem solved! After a thorough run-down of the setup, it turns out there was a missing screw on the heat sink of the gpu. After adding a replacement screw, it maximized contact and allowed the card to function properly. It was simply overheating crashing.:)
