Ok, so AMD released 15.7 driver with Frame Rate control, and i see many sites doing benchmarks but it doesnt work for me.

I have asus R9 280x and whatever frame rate number i set in amd catalyst it doesnt work...in cs go i again hit around 290 fps and other games as well(not hitting 290 fps but it still pushes my gpu into 100% for above 60fps rendering that i dont use)i use 60Hz monitor so i dont rly need that much fps and it summer so temps are a bit problematic here so i was looking forward to this option...do i need a vsync option to be ON in order to use this or?

Limiting the framerate can introduce tearing . whether it is 60 or 120 or 144. One thing that works in some titles is limiting to 1 fps lower than refresh rate. So with...

If AMD overdrive or Powertune or the CCC don't work, Try MSI AB+RTSS or HWinfo and RTSS. Riva Tuner Statistics server is the primary OSD for many hw analysis tools like MSI Afterburner and EVGA precision 4.2.1 and previous versions.
You can set the frame limit to what ever you wish.

Maybe it works with RTSS . Sort of how HWinfo does. or whatever. AMD Overdrive did function for me with HD 6800 series , but MSI AB could Maintain a higher clock for some reason.. Sort of similar to EVGA Precision handling GPU Boost 2.0 better than Afterburner at the time for the 700 series launch.

Software , middleware, drivers , APIs... It is beyond me and i can only speculate.

I have been trying to make this work for quite some time now, and finaly i gave up...i used RivaTuner to lock fps to 60 in cs go and ALL HELL broke lose...my screen started tearing like crazy and it needed triple buffered vsync to contain it, which ofc caused insane input lag so i then realized its better to let gpu render way higher than 60fps to minimize tearing...strange but sometimes i miss the days where there was no chance to get higher than 30fps(dont yell blasphemy just jet) because it was much simpler...anyway thanks for help guys but i give up :)

So with mine i use 119 or 143 and suddenly there is less tearing in an older game like F.E.A.R , . Though nvidia's adaptive v-sync is well implemented in many titles. I cannot verify AMD software.

Newer Panels with G-Sync and FreeSync monitors will minimize screen tearing without the input lag associated with v-sync , As the technology matures . the prices will lower and display tech is advancing at a faster pace than in recent years. Keep that in mind in your next upgrade

I have another question,why though?

I mean, if you're limiting your frames - you're telling the GPU to not work as hard - which in turn, I think, would cause your GPU to not give out the same FPS it was, right?

I mean if my GPU was throwing out say, 25fps with no FRTC enabled, would it get worse if it was enabled to say, limit to 30? Because now my GPU isn't pulling so much power and all that it did to put 25fps out, now with me limiting the raw power further, it should worsen the FPS output...
.
Right?

I'm hoping I'm wrong cause the inclusion of this feature wouldn't make sense otherwise.

I didnt understand what did u say but let me explain something rly simple.

People limit fps so they wont get screen tearing if fps is higher than monitor refresh rate

1 way to do this is buy using Vsync in game but it forces image output to wait to align all the dots together and it creates imput lag (your mouse and keyboard) and thats noticable especialy in first person games like cs go, cod ect...

2nd way to do this is buy using FRTC to lower your gpu performance so it ONLY produces 60fps or any number u set so u dont need to use vsync and not have sreen tearing

Actually with AMD it is the freesync that limits tearing... lowering the framerate lowers the work that the gpu does. I have freesync and my display is only 75mhz so typically I like to limit the framerate to 90 or so since on many games I can get that while keeping the GPU well below 100%. The PC runs cooler, is more quiet and no longer plays the role of furnace for my house.

I have also had issues where it does not work and I get FPS that I do not need.
