Windows 8 retail Pro upgrade on new/fresh PC

I'm building a PC this week, and obviously I'm going to need Windows. I was looking around for Windows 8 copies (retail version, with a disc), and found these "new, sealed" upgrade retail boxes on eBay.

They list for $75...which would save about $20 as opposed to buying it at most online stores like newegg, etc. Would these actually work on a fresh install, though? Is it the full windows 8, or do I need a previous version of windows to upgrade from?

I wouldn't trust it. I would spend the extra $10 and buy it from a credible source. Seen alot of fake versions on ebay.
