FX 6350 and R9 290 vs FX 8350 and R9 380 ( for assassin's creed unity ultra or very high)

Neither really. The FX platform is so outdated that it's hard to recommend it anymore and the R9-380 is essentially a rebrand of an older AMD card. Depends on how much you want to spend but a low end Intel i5 would be a better investment than a high end AMD FX at this point.

I would say it depends on how much you want to spend. An i5-4460 and H97 motherboard would be around $170 for the CPU and $80 - $100 for the motherboard depending on manufacturer.
