Hi, my name is Cade Benoit. I need assistance on choosing what GPU to buy... I don't know what information to provide with any of you so I will just give what I have.

OS: Windows 8.1 Pro 32-bit (6.3, Build 9600)

System Manufacture: Dell Inc.

System Model: Inspiron 530

BIOS: Pheonix - AwardBIOS v6.00PG

Processor: n/a

Memory: 4096MB RAM

DirectX Version: DirectX 11

It says my Processor is an Intel(R) Core(TM)2 Duo CPU E4500 @ 2.20GHz 2.20 GHz
The MAX amount of watts on my PSU is 160
My current budget is around just $100 (money's tight)
Also, yes that's my model.

160W! Are you sure? I've never seen a Dell Inspiron tower with that small of a PSU. Even the slim line versions have a bigger PSU than that. Can you post a pic of the nameplate on the side of the PSU?

If that is indeed the true size of your PSU, you can't use any aftermarket gfx card that I can think of.
