So I've been trying to install updates using "Windows Update" but every time I click on install it gives me an error saying "You need to provide administrator permission." "To complete this task, you need to sign in with an administrator account or ask an administrator to complete the task for you. Well I am the Admin and I tried to combat the problem by creating a secondary Admin account and I got the same problem. Now I can neither delete the secondary Admin account and install updates.

My drive is perfectly fine according to S.M.A.R.T readings. Malwarebytes hasn't detected any malware. Windows defender hasn't detected any viruses. How can I check my memory? Yes my Windows is a genuine copy.

did you do the short self-test.

You could have a couple services turned off or corrupted. usuaully the microsoft pages have links to trouble shooting the update service.

viruses usually do that. did you run the rootkit scans?

I used the extended test that Speed Fan offers. I have no idea what services would be off/corrupted. I have tried some of Microsoft's "help" from their pages didn't do anything. How do I run rootkit scans?
