Slow Copying/moving deleting speed

I installed windows 8.1 pro 64 bit recently in my new PC The speed of coping and and moving files are inconsistent in my WD Blue 1TB HDD. It goes up to 50mb/s and comes down to 1mb/s. I defragmented the drive and ran a test using HD Tune. Everything is fine. HD Tune shows an average of 130MB/s(something like that) with 15ms. Lowest is 88MB/s and highest is 168 MB/s. I am running Malwarebytes and i tried coping after disabling Malwarebytes, didnt help. I uninstalled Intel Rapid Storage but still no luck so far.
Specs - Intel Core i5 4460
Ram - 2x4 GSkill Ram
Motherboard- Gigabyte B85-D3H
HDD- Western Digital Blue 1 TB
PSU - Thermaltake Litepower 350w

Yeah, it may be a good idea to wait for the extended test's results.
What is the model of the drive? Is it a newer or an older model?
Is the HDD attached to port 0? In case you have some spare power and SATA cables, it would be nice to attach the drive with different ones.
Have you tried transferring a big file? The low transfer speed sometimes could be explained with multiple small files being transferred.

As you are using Windows 8.1, you can disable several Windows Services like: Windows Search, Superfetch and BITS. These usually cause high disk usage.

Sorry that you are facing some issues with your drive. :(
It may be a good idea to back up the most important data stored on the drive until you sort this out.

Even though you have already tested the drive, it may be a good idea to run both short and extended tests of WD's Data Lifeguard Diagnostic tool.
In case the HDD passes the tests and the issue persists, then I guess you can do something simple as just change both SATA and power cables. You can attach the drive to a different SATA port as well(in case the HDD is not on port 0). Cables going bad, could cause similar issues.
Have you tried transferring one big file? If not, you can try that.

Thanks for the info.... I ran the disk check and the hard drive has no issues, as well as the WD's DLG Short test and it pass. The extended test takes hours! Well i guess this is the only thing i can do. I was wondering if it has a issue with the Windows 8.1 Pro. I didnt download it from the official page.

I was transferring a larger number of small files thats why i the speed was low. Tried with a large file and ran few test everything was absolutely fine. I am using Windows 8.1 for the first time. Basically i am a linux user. Yes the the HDD is connected to the SATA Port 0. Its a new Drive. Thanks for the info man.
