Frame Jumps / Stutters / Skips in games

Hey everyone,

So I built this PC about 2 years ago and I've noticed that I get these sort of frame jumps, more like brief stutters or freezes, I can't really explain it. It lasts maybe half-a second, very short but also very annoying.

(CPU is not overclocked either)

I only play two games currently, Maplestory and League of Legends.

You can notice the stutters especially at around the :06 and :25 second mark.

I also tested it with an fps program (Fraps) and noticed that in Maplestory, whenever I get the stutter, my fps drops from a constant 60 to like 55 during the stutter and shoots back jump immediately less than a second later after the stutter is gone.

League of Legends stutters and "skips" as well but only very rarely. It is nothing compared to the stutters I get on Maplestory though.

I think my PC should be more than enough to be able to run these games flawlessly, does anyone know what the problem can be or how I can go about fixing this?

Could it be my PSU? It is a Corsair CX 500 but I was told it should be sufficient for my setup when I was building the pc.

Also my PC used to freeze randomly at times when I alt-tab out of a game to go on google or something and after freezing it would BSOD, but lately it hasn't anymore so I'm not sure if it has anything to do with the stutter problems.

Things I have tried:

-Switching from the latest AMD BETA drivers to the official drivers (14.12 (Omega)).
-Ran virus scans and malware scans, nothing found.
-Ran chkdsk, nothing found.
-Temps are fine, averaging from 50-60 degrees celsius for both GPU and CPU.

Probably CPU related. The FX CPUs will always deliver lower minimum frame rates than intel will. This results in more and more frequently spikes and dips.

Your low quality PSU is not helping at all either and should be replaced for the sake of the safety of the PC.

The usage is fine too. I checked in task manager during gaming.

I'm not sure if it has to do with game though because some people don't stutter when I look at videos on youtube or streams on twitch. But those people have Intel CPU's so I'm not sure if my Fx-6300 CPU is the problem.

Man, that sucks.

This system hasn't played any game I want with no issues yet, ever since I built it 2 years ago.

Very disappointing, I wish I would have went with an Intel system. Why did people recommend this to me :(.

Even a really old game like Maplestory stutters so bad and lags like I showed in the link to the video I posted. I was surprised that it even had issues with Maplestory.

Might as well just literally throw this out the window and save up for another system in a few years. Heck, I'd rather go back to playing on my crappy school laptop for now lol.
 
2 years pass cheap PSU degraded power quality drops and this can make FPS spikes.
Even if AMD CPUs are generally slower but they run mentioned game without of issues.

Your PSU run OC AMD for two year, and is only to tier 3:

I also updated my drivers to the new 15.7 amd catalyst and I got this problem with my screen glitching out, it's not screen tearing but more of like a flicker as well as artifacts, so I gotta roll back.

And I guess I could try a new PSU before ditching the system, but I'm afraid of it not fixing the problem and I would have wasted money.
