Why is my usb 3.0 ports having 2.0 speeds?

I am wondering why are my usb 3.0 ports are going usb 2.0 speeds. I have a Gigabyte X97 Gaming 5 as my motherboard and I installed the drivers and also my usb 3.0 connector to my motherboard is connected. Can anyone help me?

Well my case came with a USB 3 cable. Also I was using a USB 3 flash drive. Is 9mb/s slow for USB 3 speeds I was copying a 3.8gb movie.
