Best GPU cooler?

What aftermarket GPU cooler (excluding custom watercooling) is generally considered the best?
I am considering a GTX 970 or a R9 390 for a red/black themed build. Having a red/black color scheme would be great.

The gtx970 custom air coolers are great eg MSI Gaming - the fans don't even have to turn on at idle (less than 60C). They don't really need water coolers.

But if you wanted to do water cooling the easiest way is with a NZXT Kraken G10 bracket with say a Corsair H80i CPU cooler.

Sorry, but I said I didn't need watercoolers.
Which air cooler is generally considered the best?
e.g. Twin Frozr, Winforce 3x, Tri-x
