I have a 1080p monitor being run by an Asus Strix GTX 970. I have enabled DSR 4x (4K) and turned my desktop resolution into this. For some reason, my mouse cursor is absolutely gargantuan! It takes up more space than the windows logo in the bottom left. Also, the cursor's point of interaction is slightly away from the actual cursor, so I keep having to move my mouse around to find out what the cursor is pointing at.

Is there any fix to these problems or is it just because it is 4 times the native resolution?

The only real option would be to disable the hardware mouse cursor. Also yes the reason why your mouse cursor is so large is because it changes by the exact factor as with your resolution or as least the amount of pixels it occupies but it still occupies the same number of physical pixels explaining the "lag" from the "actual cursor".
