Is this a good gaming build to play rust and other games?

I am gonna build this pc by the end of this month and I was hoping if it could play rust , counter strike , gmod and many other steam game son at least high settings. I will upgrade the cpu to an i5 or i7 next year.

The GPU is a gainward gtx 960 2gb OC not an evga .

I have an i5 4690k and I highly suggest it if you plan to upgrade. It won't be bottlenecking any gpus for the next few years. As for the gpu, I like my gtx 970s, but it'll be nice to upgrade in a few years. If you plan to get the gtx 960, just be ready to upgrade in a few years and you'll be fine. But you'll easily be happy with your performance for the next couple years.

I saw your other post earlier, if you want an idea of what cpus and gpus are around the same tier, check out this site:

According to this site, which is pretty reliable, that build is pretty well balanced. But I suppose that build wouldn't have any problems playing those games at medium, but you might have trouble keeping some of those games at 1080p 60fps if you want to play at high settings.

I want at least to be able to play 45+ fps on high in some games.

Yeah I have to agree with Mankar Kameran, you won't have a constant 60fps in everything at high settings, but you'll be alright with that setup. That graphics card should last you a few years too, but you'd definitely need to upgrade it eventually. 2gb of vram will only be good enough for so long.
