how to create personal cloud using external hard drive?

i would like to take my seagate 1tb external passport (usb 3.0) and turn it a cloud?

is this possible?

i realize that google drive, one drive, office 365 offer free storage.. but my issue is with nsa/prism and just privacy in general..

It will depend on what other hardware you have and where you would like to be able to access this storage. If you just want access on your LAN, then you would need to setup shared folders on some computer that stays on all the time. Any device on your local network could have access. If you want access from the internet that is a more difficult problem. You have to get a dynamic DNS setup, forward ports on your router, etc. These are all possible, but not simple.

Local encryption prior to upload is definitely one mitigator to cloud storage.

If you want a low performance personal cloud for your LAN only, then many routers have USB ports which can have a hard drive attached and exported. If your router doesn't have a USB3 port, then I would recommend buying a purpose built network storage unit (NAS) and using your USB3 drive for backup to the NAS.

The two disk Synology -- http://www.newegg.com/Product/Product.aspx?Item=N82E16822108163 is one of the lowest priced full featured NAS units. It also has the capability to be accessible from the internet. This is a BYOD product so you also need to purchase disks.

The Synology page -- https://www.synology.com/en-us/products/DS214se#spec says it is compatible with 2.5 inch SSDs

I am not a fan of Seagate 3TB drives. There are published studies that say they have a much higher than average failure rate.
I would stick with 2 or 4TB disks from Seagate.

1Mb upload would let you get photos and audio. You wouldn't be able to stream videos.

SSDs are probably overkill for a NAS. You are limited to the network speed, which is somewhere around 100MB/s. 7200 RPM disks can generally meet that. 500MB/s won't benefit you.

I've done this by using FileZilla FTP Server running on a PC on my network that I have attached the external hard drive. I had to add that PC to my router as the DMZ and disable the firewall for port 21, but other than that it was easy solution and only expense was external hard drive
