Can you take a screen image of what process is ACTUALLY using up the CPU?

It could be a virus, could be windows OS corruption, could be a program messing up.
Could also be a new version or a program not properly supporting your 13 year old operating system and 10+ year old CPU.

Simple... Its a bug from one of your installed software, not windows itself... i've seen that issue many times...

Try booting into failsafe, and see if u have any issues there... If u dont, its some program you've installed...

I usually do the following:

CTRL-ALT-DELETE and then find "Explorer", right click it and click "End Process Tree" this shuts down for almost everything running on the pc, click "Start new" and type in Explorer to reload windows...

Then take note of which programs are running now contra which wer running previously :)
