New server memory, no beeps or monitor

Basic problem: New RAM, computer turns on but nothing on the monitor. Also, it doesn't give it's boot-up greeting chirps. A little "!" symbol on the front flashes yellow.

System: Intel S1200BTL
4x2TB HDDs on RAID 5, 2x1TB HDDs (one unplugged) on RAID 1
OS: Windows 7 Pro (not server software)
Processor: Intel Quad Core Xeon E31270 3.4GHz S1155
Old RAM: Avant 8GB (total) DDR3 1333MHz ECC Unbuffered, 2 sticks
New RAM: 4x8GB DDR3 ECC UDIMM 1333MHz 240-pin cl9 by Black Diamond
MB Requires: DDR3 ECC UDIMM 1066/1333MHz 1.5V, 64-bit wide channels, "32 GB max with x8 ECC UDIMM (2-Gb DRAM)"

MB has 4 slots, 2 channels.

Question 1: Is something obvious staring me in the face here that I'm failing to see?

ALREADY TRIED:
  • Resetting all sticks,
    Going 2 at a time,
    Firming up positions (including of cables),
    Putting in the old RAM (it worked fine),
    Reading lots of old threads here,
    Resetting CMOS (NOT fun--took some work to make it boot beyond an Intel splash),
    Testing various positions for the two original sticks.
Now I'm trying to get it to boot to the proper array, so resetting CMOS again isn't something I intend to do after getting things back in order. (Cue whining about computer woes.)

WHAT I DID NOT DO:
  • Mix RAM,
    Get things staticky,
    Try each stick individually in every slot,
    Try 6! (or would that be 10!?) permutations of stick/slot arrangements,
    Get RAM that was Intel-approved for this model (although the specs all match the manual and the description from the vendor for this RAM was for this server line).
What a proper boot is like:
The fans roar up, the computer emits seven or so high-pitched beeps, the monitor flashes the text declaration of Intel, briefly shows the arrays and their stati, gives an opportunity to hit an F key, and then boots to Windows on the RAID 5 setup. Right now it's booted to the RAID 1 setup, otherwise running properly, and a little light I never noticed before, a triangle with an exclamation mark, is lit up solid green. I've also got two solid green lights on the motherboard in the upper left-hand corner.

What happens with the new RAM:
No beeps. No monitor display. A flashing yellow/orange light in upper left corner of the MB, and the little exclamation mark is blinking yellow/orange.

Any ideas?
(That's Question 2: Any advice on getting this RAM upgrade to work?)

Thanks. I might not get to the RAM again until tomorrow, since this thing is really giving me issues with booting to the right drive. . . .
 
Solution
Could be bad RAM could be a bad slot. You need to test every new stick one at a time, if they all test good, you need to test the RAM slots one at a time, if the system will boot with RAM in any position.
It says 2Gb RAM near the top of your post. Chances are that the new modules are 4Gb RAM. 2Gb is hard to find and most modules don't even list the fact that they're 4Gb or 2Gb. This refers to how much memory is on each chip. Old DDR3 is 2Gb, most DDR3 made in the last several years has denser 4Gb chips. This is often a compatibility issue in older systems, granted I'm surprised it would be an issue in such a recent system.

It's likely that you can't get this memory to work because of this issue. I'll try to find some 2Gb 8GB modules, but I've never heard of any that weren't registered DIMMs. They're probably only very expensive modules that never made it to common usage. You might need to get a newer motherboard to support that RAM.
