windows 7 files always corrupt

Good day!
For the last 2 months I am trying to figure it out as to why my operating system is always getting corrupt. It all started sometime of May 5, 2015 when my computer stuck up at windows logo. I tried to repair it via "system restore" and to my surprise I got a message "no system files found" or something to that effect. I tried also the "last known good configuration" but I got bsod. And lastly I tried "start up repair" but I cancelled the operation by turning off the computer. Its taking too long and I dont have enough patience to wait.

To make the story short I did a fresh install and goes well for 2 weeks or so. After the said period, I got the same error and I did the same procedure. It happened to me 4 times and this prompts me to ask help from anyone of you guys because as of this writing I got the same error again for the fifth time. Action taken so far:
1. Replaced my old HDD with the new one when I encountered the problem on the 3rd time thinking that my hdd was the culprit.
2. Replaced memory stick with known good stick.
3. Reset BIOS by removing the battery for 15 minutes.
4. Replaced SATA cable with my old cable.

After exhausting all efforts I got nothing but error and error and error.

Please help

I was having that green loading bar issue with explorer, then at same time had a minor power outage which apparently wiped a bunch of files and corrupted explorer where it'd hang a lot at random times.

Could NOT under ANY condition fix Win7. Had to wipe my old XP HD and reinstall Win7 which is was I'm on now.

You REALLY need to make a back up of the entire drive with something like Acronis then store that off the computer (USB stick). I would do a full, fresh install of Windows with all drivers loaded including Firewall and Antivirus, etc. then make the back up. If you have a ton of games and what not, start installing them on a partitioned drive. It's a LOT easier to get a game working again from a partitioned drive. Worse case you'll need to reinstall DX files from the game's folder, and you WILL have to copy save files and .ini files from old Windows folders into new, so store those separately before the reinstall. Since I used a different partition, I can boot new Windows, search old windows drive, and manually copy game saves and game files that are typically saved in the OS folders. Still a lot easier than reinstalling entire game from scratch.

After the power outage, I tried to use system restore, only EVERY single restore point was wiped. Apparently, if you use too much of a HD Windows will delete your restore points SILENTLY w/o telling you. Other issues can happen if you have say 35gb free, and pagefile + hibernate are used and allowed to save to much. I had mine both create 16gb files and the drive was too full, hence how I lost restore points. Even lost my actual Windows drive back-up though it was still showing as being there. Selecting prompted a warning it was missing.
