Question about reinstalling OS

Hey everyone,

So I built this pc about two years ago: http://pcpartpicker.com/p/qZjygs

And lately I've been getting these stutters or lag spikes when playing video games, like this:

https://vid.me/WXPm

Noticeable around :06 and :25 second mark.

Before trying to replace my CPU or PSU, I want to reinstall the OS and wipe everything clean to see if that fixes it.

My question is, after I reinstall the OS, do I have to install the drivers for my mobo, such as chipset, etc?

And if so, the plan is: After reinstalling windows, go to AMD site and download the GPU driver and click on optional downloads and also download the provided chipset drivers.

Then, I will go to the Asus website and download the latest LAN, AUDIO, and USB driver.

For some reason I can't find the chipset drivers on the Asus website and that is why I am downloading them from AMD.

So overall, I download GPU driver --> then click optional downloads and download chipsets on AMD website as well --> then go to Asus website and download LAN, AUDIO, and USB driver.

Is that plan correct and would that be everything I need?

I'm not too sure about having to download other software like Java, Adobe flash, Shockwave, etc. either.

Thank you.

Download your amd GPU drivers from http://support.amd.com/en-us/download

You should download and save the motherboard drivers to a usb stick before you do anything.
After you do the basic windows install, you will need at least the motherboard lan drivers before you can connect to the internet to download anything else. If you still have the motherboard cd, install the drivers from there to get you going.

Thank you everyone for the help.

I actually have reinstalled OS once before due to a BSOD loop problem. I did not need the mobo drivers though I believe and I could still connect to the internet. But I do have the cd just in case.

Yes, I have scanned everything. And have tried many many solutions such as rolling back drivers, checking temps, all of that stuff and no fix =(.

I am going to reinstall old GPU drivers from 2014 once I reinstall the OS to see if that may be the problem.

Thanks for the links. But is it ok to download the chipset drivers from AMD since it does not list them on the Asus website for some reason? On Asus all I see if USB, LAN, and AUDIO. On AMD if I click optional downloads I can see the chipset drivers. And I believe my board is a AMD 970/SB950.

This is the driver I am going to install after reinstalling OS as well as the chipset drivers if you click optional downloads.
