MSI Gaming App won't change clock back to default

I was curious, so i tested out the MSI gaming app, that was part of the utility for my motherboard. (z97 gaming 5) So i tested out the oc mode, which it said to restart my computer. While i was in oc mode, i switched back to gaming mode, so i had to restart once again. But now when i close the app, my cpu clock speed still stays at 3.80hz, i did not want it to stay at that so i put it on silent. Which is 800hz, but now my computer never goes below 800hz, even with restart, it still stays same. Any ideas?
My cpu is: i5 4690k @ 3.5 stock, but for some reason it hit 3.8 on its own, way before using the app.

check your bios my rampage 4 auto OCd my 3950k to 3.8ghz...though i ended up with a manual OC at 4.6ghz when i was done with same volts auto OC used for 3.8ghz. Point being auto overclocks tends to use to more voltage than needed and can wear your cpu faster not to mention void your cpu warranty in the process.

yeah kill it. if you want to OC due it yourself. you'll likely do it with lower voltages and therefore lower temps accordingly.
