I am told that the above HDD needs to be optimized as it is 22% fragmented.
When I try to optimise this drive all that happens is that the drive I am trying to optimise starts then goes back to tell me that it needs optimising, repeated 4/5 times same result, it will not optimize.

I'd recommend you to run the sfc/ scannow in Command Prompt (Run as Administrator). Here's a link to a tutorial for Win 8: http://www.eightforums.com/tutorials/3047-sfc-scannow-command-run-windows-8-a.html
Another thing you should do is run some diagnostic tests on it using your HDD manufacturer's software tool. You should be able to find it on their website, it would help you determine if there is any damage on the drive that you should be worried about.
Either way, I'd back up the data from the HDD somewhere else before proceeding with the troubleshooting.
Here's another tutorial that explains the defrag commands for CMD as well, maybe this will help you complete the HDD optimization...
