Problem deleting file from old HDD in new PC

So I went and built my new gaming PC with an old HDD I had thought I wiped before putting it in and now I've gone and installed Windows 8 and there's a a bunch of old files and folders on it, as well as two old users. I could get rid of all files and users except for one file. When I try to delete it a windows come up that says I need administrator permission to access it, then when I continue it says I require permission from S-1-5-21-515967899-57989841-1177238915-1003 to make changes to the folder. I went to properties and I have all permissions checked except for special permissions. How do I delete this pesky folder?
