Ok so I started a build with: -Intel Core i5-4690K Devil's Canyon Quad-Core 3.5GH
-GIGABYTE GA-H97-D3H LGA 1150 Intel H97 HDMI SATA 6 (Need a new board)
-CORSAIR Vengeance 8GB (2 x 4GB) 240-Pin DDR3 SDRAM
-Samsung 850 EVO 250GB 2.5-Inch SATA III Internal SSD (MZ-75E250B/AM)
-Western Digital Blue WD10EZEX 1TB 7200 RPM 64MB Cache SATA 6.0Gb/s 3.5" Internal Hard Drive
-EVGA 600 B 80 PLUS BRONZE Certified 600W Active PFC ATX12V v2.31/EPS 12V v2.91
-Gigabyte GeForce GTX 960
It didn't work even after RMAing the motherboard and the processor. The intel guy said that the problem could be that the mother board (gigabyte ga-h97-d3h) has potentially two different bios set ups, and I may have on that doesn't work with the processor. I had no way of checking to see if that was the problem, so I RMA'd the processor through intel. It didn't work. So, I called up the company that I bought the motherboard from and they allowed me to send it back even after the 30 day period for in store credit. So now I'm in the process of trying to find a mother board that will work with my i5-4690k. In case anyone was wondering, I did check my power supply by using an old motherboard. The power supply worked, the case worked.
TLDR - motherboard didn't work with my i5-4690k with both the board and proc RMAd.
Help me pick out a mother board for 90-110 usd.

If it's in fact the 4690k (with the k suffix) I would opt for a z97 motherboard. No real point in pairing an unlocked cpu with a non overclocking h97 motherboard. One of the best z97 motherboards in that price range would be the gigabyte z97x gaming 5.

A bit odd that there are issues with the h97, however it's not overly common to pair an unlocked cpu with a non overclocking board either. Typically the h97 boards would be paired with an i5 4460, 4590 or other locked core cpu. Should be none of those compatibility issues running the 4690k on a z series motherboard since they're the same generation chipset/cpu. Overclocking isn't mandatory but since you have a k series cpu...

The first BIOS for that motherboard that supports that CPU was released in 2014/06/04. Unless you purchased your motherboard from a small retailer that has had that board sitting on a shelf for over a year, the BIOS should have supported your CPU.

CORSAIR Vengeance 8GB (2 x 4GB) 240-Pin DDR3 SDRAM

That sounds like you know little or nothing about memory. If you can't list the part number of the memory you are talking about, then I suspect you are probably using the wrong hardware.

Example:
CORSAIR Dominator Platinum 16GB (2 x 8GB) 240-Pin DDR3 SDRAM DDR3 1866 Desktop Memory Model CMD16GX3M2A1866C10
http://www.newegg.com/Product/Product.aspx?Item=N82E16820233336&Tpk=N82E16820233336
The part number for this item is CMD16GX3M2A1866C10

Newegg must have sent me two of the old ones. I have a friend who is very experienced with building PCs and he couldn't get it all to work. So I RMAd everything that I could, and finally now I'm trying out a new motherboard because it seems like everything works besides the motherboard I had before (twice),.

Any suggestion for a new motherboard? I'm thinking http://www.newegg.com/Product/Product.aspx?Item=N82E16813157506&nm_mc=AFC-C8Junction&cm_mmc=AFC-C8Junction-PCPartPicker,%20LLC-_-na-_-na-_-na&cm_sp=&AID=10446076&PID=3938566&SID=
