i purchaced fallout new vegas for pc used and the product key is already used, how can i fix this?

Never buy used games because the product key can only be used once to register the game.

If you can contact the seller and request your money back. If you purchased it with your credit card, then perhaps you can call your credit card company to try to dispute the charge. Otherwise.... consider this as a "cost of education".

I think you got robbed. Purchased games can be transferred (as gifts) before they are installed on the purchaser's computer. From what I read over on Steam forums, after that a game cannot be transferred. Sorry.
