2 970s will outperform a single 980, but you'll run into memory limitations if you intend to use this setup for multi-screen or 4k gaming.
3 970s doesn't really give a meaningful benefit over 2 for the same reason.

also, where are you getting 970s for 150 dollars?

If you can get THREE WORKING EVGA 970's, buy it, sell them for a more realistic price, and buy a beast then like a 980Ti or a Fury lmao.

I'd watch out for a scam honestly, I've never seen a card that good go that cheap, if you can, just buy the 3, then sell 2 and make $600 easy.

I will add a helpful answer whether or not what is true or not. 3 GTX 970's isn't a really good option, because SLI only works in a certain number of games. Plus on top of that the performance will very game to game and any games that are not made for SLI will have zero benefit of more then one GPU. In average cases 1 GTX 970 is 100%, 2 is about 170% and 3 is something around 210%. At that point assuming you aren't vram locked at 3.5gig (most likely you will be) it isn't worth a third GTX 970. Also the PSU size and power usage would be ridiculous. I would suggest a third option and get GTX 980 ti. Very powerful card, has 6gig of vram, and runs pretty low power for high end.

unless they're local retailers.. in which case if they WERE local, you'd just buy them from the source retailer anyway??

Either way, If this is legit why is this a hard choice.. buy as many as you can and sell them for double the profit????
