Low FPS on GTX 970 and AMD FX-8350

Hey I have an issue with my pc after recent upgrade to GPU( Gigabyte gtx970 mini-itx oc version) and CPU (amd fx-8350 black edition) , PSU(XFX TS 550 WATT , 80+ Bronze)

Im not sure what is causing the problem as this was my first time upgrading, in every game that I run(e.g. cs go, insurgency, rust) the fps is high above 100 on high/ultra but very minute or so the fps drops to 30 and hovers at that rate for another minute or so and goes back to normal.

I have tried Unparking cores, DDU, uninstalling geforce experiance,changing power options, vsync but nothing helped.

I am using the biostar A960D+ mobo which might be the problem but im not 100% sure, I also read that windows reinstall might solve the issue. The CPU cooler is the standard one that came with the processor.

are you running latest drivers? were you rinning a different geforce card before the upgrade? if so you might need to completely remove your driver and reinstall, use ddu (google it), pick the clean and restart option, when your computer reboots to the desktop go to C:\NVIDIA\DisplayDriver\353.30\Win8_WinVista_Win7_64\International and run setup.exe to reinstall

Im not sure how to monitor my CPU temp while Im in game

Yes, im running the latest drivers, i have use the ddu , but it has not solved the issue

Try dialing back the voltage until it's no longer stable, and then bump it back up to the last stable setting. I would also advise in turning Turbo Core off in the BIOS, it bumps the voltage up for short periods, stressing the VRMs for little performance gain, if at all (most of the time it doesn't kick in).

I'm guessing 1.3v might be doable. There's no danger in undervolting so try as much as is needed.

This is what i found in my BIOs

Handware Health Configuration

CPU Voltage :1.284v
DDR Voltage :1.608v
+12.0v :12.229v
+5.00v :5.032v
Chip Voltage :1.212v

But I could not change thoes setting as they are not highlighted, and im not sure where i can change the CPU voltage to 1.3, Do I need some software?

I also could not find the 'CPU ratio adjustment'

But i found: Hyper Transfer Link configuration
Link Speed: AUTO (can be changed, ranging from, 3.6ghz to 200mhz
Link Width: AUTO (can be changed to , 8bit/16bit)

Core Leveling: Manual
Computer Unit0 -Enabled
Computer Unit1 -Enabled
Computer Unit2 -Enabled
Computer Unit3 -Enabled

Could this mean that I have outdated BIOs and not all the features are available?

The only other CPU configurations I found are:
Secure Virtual Machine Mode: Enabled
PowerNow: Disabled
CPB Mode: Disabled
ACPI SRAT Table: Disabled
C1E Support: Disabled

Should I update my BIOs to the [78LMP317.BSS Update BIOS code 2048 KB 2014-03-17]

and do I need the [78LMP904.BSS Update Agesa code 2048 KB 2014-09-04] after the installation of that BIOs?

I have some logs from in-game,

would the VRMs heatsink work in this situation?
Also after the BIOs update my processor cooler started to be very load and does not stop, would it be a case of upgrading the CPU cooler rather than using the standard one?
