do i need a specific water cooling block for a specific GPU or will any block work for any GPU?

I am interested in watercooling my GPU's they are Gigabyte GTX 980 (SLI x2) and i need to know if any watercooling block will work for them and if not i need to know where to find them for my GPU's

A better answer is that yes, you must have a specific water block for complete coverage that will vary by GPU and Model (Reference vs. Non-reference). Universal blocks will generally require additional memory heatsinks, VRM heatsinks, and some decent airflow to cool them.
