The reason why I want to replace the power supply is because it's making a buzzing sound whenever I boot it up. Do you guys think I should get a 600w power supply or a 430w? I am not looking to game on this desktop.

The PSU fan is most likely going bad, it happens in OEM computers as they use cheap parts.

If you want to game though you need to decide on the other components such as GPU before deciding on a PSU. That PSU you listed is good if you want to just replace it for that system but if you want to game you want something a bit better in quality.
