Windows 8.1 is really slow

I restored my pc and it nw happens to run really really slow it boots up slow and also takes a long time time to load a program is there anyway I can fix this program without restarting?

Get an SSD and reload Windows on it. I know it is a pain in the ass but believe me it's worth it. I had an old PC with Win 7, put on it some cheap $50 SSD......................it became a speed demon. The move from HDD to SSD in terms of speed is simply stunning, PC went from being fully ready in 3-5 minutes to seconds.
