FPS drops on everything

Just got a r9 390. I upgraded from a GTX 770 because I thought It was giving me the stutter due to the lack of vram. I completely uninstalled all drivers, installed the graphics card, and installed the most updated drivers. THE STUTTER IS STILL THERE!!! I have replaced the PSU, Motherboard, GPU and still the stutter is there. Help me!!!! I am about ready to give up on PC gaming. I have spent well over $2000 on this rig and trying to sort out its issues but I cant even play GTA V on high settings without being around 30-40 fps. Even Batman Arkham City runs at like 40-50 fps. I have also tried reinstalling windows multiple times.

GPU- MSI R9 390 8GB
RAM- Ripjaw 4x2 1866mhz
PSU- XFX Black 750W
HDD- WD blue 7200
Corsair Liquid Cooler

That is what I suspected too. I did however install Alan Wake on my SSD and was getting under 50fps when looking at an open area such as trees in the distance

Ok just ran 3dmark. Normal Fire Strike i got a 8220. Cpu Maxed at 62C but hovered around 52C-55C GPU highest was 84C but was around 68C. Usage looked normal. That score on Fire Strike is a little low isn't it? I thought it was supposed to be around 10000. Also I defrag weekly.
 
What SSD? You did not list an SSD in the top post...

Also, Batman Arkham City was a total pile of ... crap... do not use it to compare anything. Even Titans had trouble getting 60 FPS and Warner Bros finally pulled it off of the shelves, offered refunds, and has promised to fix the problems and release the game for the PC when it is fixed.
