Best ATI GPU that doesn't need PCIE Power Connector

Hi, i have a cheapo 400W PSU with no PCIE power connectors and i would like to get a GPU that doesnt need any external power connectors. What is the best ATI card that i can get? I only want ATI because i would like to get two of them to run in crossfire. This leads to my next question, would i be able to run two cards in ccrossfire, even though they dont require power connectors? Thanks :) (only crossfire because my mobo doesnt support SLI)

From what I see, the R7 250 is the highest one without a power connector. The R7 250X needs one and usually comes with a 2x 4-pin molex to PCI-e adapter, but i think that would be pushing it. I doubt you could crossfire it with your PSU.

The short version:
R7 250 = No PCIe power connection, No Crossfire connection
R7 250X = 6-Pin PCIe Connection needed, adapter provided with card (commonly), 2-way Crossfire capable with better PSU.
