Can a non booting motherboard get fixed by replacing the bios chip?

I decided to fix a motherboard that has stopped working from overclocking and give it to my cousin if it works out. The situation is described here:

So lately i've read these posts that gave me hope that this motherboard could be salvaged.

I've tried the steps described above such as making a bootable usb stick and trying to flash bios without any luck.
Now i'm thinking about buying a new bios chip to replace the old one and see if it does anything.
So does anyone have any advice or suggestions for me?

If your BIOS have a problem yes, you can replace it or even re-write it and fix the mobo.

You're better taking the BIOS chip to a shop and they will fix it for you.

Otherwise there are ways, there's a crazy one that i read, you insert a working BIOS chip and you go to the flash mode, then change the BIOS chip without power off the mobo and flash the BIOS with the new chip inserted.

no i overclocked it and since it was running like 80c with prime95, i shut it down. When i turned it on again it wasnt posting but the fans and lights still worked.

Did you try clearing the CMOS look in the mobo manual on how to do it. Or i think you can just take the battery out for a minute or two. You really should have done that before you flashed the bios.
