Excess usage of CPU and Memory with little to no programs open

My CPU and Physical Memory usage have both been sky rocketing after playing some Starcraft 2, (99% CPU) and 7GB/16GB on RAM, I would provide screenshots, but I just rebooted(will provide later if possible). This only started happening after I installed a new liquid cooler into my system. At first I thought it was a result of a bent pin, as I nearly took a pin off the CPU when trying to remove the thermal paste. However all the cores are spiking in usage, so I'm not entirely sure this could be the sole reason, also it still boots and performs relatively well until a certain amount of programs have been opened for a long enough time. Which sounds like a RAM related problem. So I decided to replace both my RAM sticks and the issue has continued, although my ram is no longer maxing out, as before I only have 8GB and it would max out doing nearly nothing. I have tried limiting the amount of Start up items, I do not believe this is the problem.

Any details I have missed, just ask me for! Any help is appreciated
My system specs:
Motherboard: Sabertooth 990fx 2.0
CPU:AMD 8350 4.33Ghz
Graphics: Nvidia Gtx 770 2GB?
RAM: HyperX 1886Mhz (2*8GB) 16GB total

http://imgur.com/T5EvXn0 These are on average what I'm running at the time, however like I said, I have rebooted, so I'm waiting for the problem to occur again. Hopefully then the culprit will be more visible. Doesn't seem to be any heavy programs except SC2.
 
First skype and chrome will take up a lot of cpu usage and that is normal. Second the hardware monitoring software will increase the cpu usage even further. Third, if steam, skype and battle.net are set to auto start then the cpu useage will increase as it will be held in the cache. What is the cpu usage when no programs are active?

I'm not sure to be frank... Surely overheating it, would force a reboot? The temperatures are roughly 20 degrees celcius to 35, so I don't think it's that but I could be wrong.

I understand Chrome and Skype are big CPU users, however I don't think they alone would take 99% of this usage. The CPU usage when my computer has begun to be slow, is always 99% regardless of the applications open. Is there a way for me to clear the cache on my computer?
