we ran tests and says we should be getting 10-20mbps, we then connected a laptop to the router and ran the test and got 115 mbps download speed, but on everyother device/desktop we get about 5mbps or less

Solution
If the laptop got 115Mbps, then you are getting what you pay for. I suspect that your other machines adapters, your network cabling, and/or other devices like switches are causing your issue. To get 100Mbps you need Fast Ethernet support, to get over that you need gigabit Ethernet, and it is likely that your laptop does.

What model computers (and/or) Ethernet adapters are having an issue?
