Can't boot into OS or install fresh copy

So I have Windows 8.1 on a hard drive that is working fine. The system posts and then says it detects my hard drive, but then I get an error that says "Reboot and select proper boot device" So I loaded a copy of Windows 7(which has worked on other pc's) but it gives me a BSOD. The error code I got was

***STOP: 0x00000124 (0x0000000000000000, 0xFFFFFA8006B89028, 0x00000000BE2000000, 0x000000000005110A)

I looked up that error code and it says it was a cpu issue. I took the cpu out and put it into another motherboard and it worked fine.

Also, when I bought my motherboard yesterday, the guy that was selling it didn't place the heatsink all they way on the cpu and it was smoking a little. The cpu seems to be fine since it still works. Any ideas how I can get this working?


System:
motherboard - Asus Maximus IV Extreme (Rev 3.0)
CPU - Intel i7-2600 3.4ghz
GPU - PNY gtx 770 2gb vram
hard drive - Sandisk 240gb SSD Plus
heatsink - Zalman CNPS9500
ram - 2 sticks - G Skills Rip Jaw 4gb 1600mhz
Power supply - Coolmax zx-600w

you shoulda walked away then and there in my opinion.

Try entering the bios and putting changing it from uefi mode to legacy, or disableing secure boot and enable CSM (compatibility Support Module)
