So as stated above, I have this RAM however I've tried enabling XMP but Windows 8.1 Task Manager says the speed of the ram is 1600mHz instead of 2133. Is it supposed to say 1600mHz in task manager?

Use the App CPU-Z and check the memory tab, if running 2133 the frequency will show as 1066 (take freq x 2 = effective data rate). Win often simply shows the default data rate
