hey guys, sorry to bother.
but there is a good deal of the HD6970 of just 90 bucks!!!
i currently have the VP450 as power supply and i know it is down on power but do you think
it can handle if if i do not plan on overclocking that GPU?
however, i do plan on overclocking my cpu, which is the G3258.

if this bad boy gpu wont power on due to crappy power supply, do you think a R9 270 OC would work?

You don't need the PSU to have two PCIe connectors as most GPUs come with a 2 molex to PCIe 6/8 pin. What matters the most is the wattage and amps on the 12 volt rail. The R9 270X has a need for 500W and 28A continuous. That PSU has two 12v rails each rated to 18A however that does not mean it can push 36A total.

The way to calculate it is to take the total wattage powered to the rails combined and divide by 12v. That PSU has up to 360W provided by 12V1 and 12V2 which 360W/12V = 30A on the 12V rail. Now the GPU is not the only device that uses the 12V rail so you would be really pushing that PSU with the R9 270X.

You need a better PSU. Pushing the PSU too hard will cause it to run hot and die off faster...

Has a single 45A 12V rail so it should provide plenty of power, is a Seasonic so it is quality and will give you less issues in the long run.
 
Solution
The problem with those adapters is that they're using the 4 pin Molex adapters and those aren't nearly as good as a proper PCIe connector. You have half as many 12V wires as the PCIe 8 pin connector (only two whereas the PCIe connector has four 12V wires). I wouldn't use them for anything that needs to draw more than around 50W from the 12V rail over adapter.
