PC does not boot with graphics card

searched for but I couldn't seem to find someone else with the same problem as mine, so here goes:

Graphics Card:
ATI RADEON HD 7950
PSU cooler master v1000
I connected the graphics card via a PCI-E 6 pin connectors from psu but PC does not boot
when changed graphics card with hd 7870 xt everything works

and When I unplugged the power (PCI-E 6 pin connectors) from the card 7950, but leaving the card on the motherboard, the computer boots perfectly. but black screen
Is the issue the PSU? or graphics card?

Sounds like a PSU issue because when it isnt supplying any power to the GPU, it boots but with a black screen. Try powering on but with the monitor connected to the onboard graphics, but still leave the GPU in the motherboard. See if it boots. Also try using a different PSU and see if that solves the problem. :)

What do you mean when it doens't boot? It's just a black screen, but the fans are spinning? or literally nothing happens when you press power?

When I first turned on my computer, everything seemed normal except the fact that I had a flashing black screen. I was freaking out until I figured out the HDMI cable was loose. xD

Maybe make sure your gpu is firmly in the pcie slot?

but when leave the gpu in the motherboard, fan of graphic card not turn
and am changed PUS to another (cooler master GX 550w) but same problem
and use 4-Pin Molex male to 6-Pin PCI Express Connector and nothing
