I already have the i5 4690k and Asus Z97 A picked out at microcenter. I can get both for 319.98 plus tax. This is my current build. http://pcpartpicker.com/p/c36zwP

I would also like to do some live streaming. Would i be better of going with a I7 4970k?

If I got the I7 4790k then i would be getting the Asus Z97 Maximus VII Hero.

The reason for the different motherboards is the they are in bundles that makes it cheaper.

I can get the I7 4790k and Asus Z97 Maximus VII Hero for 469.98 plus tax.

I would like to know what kind of improvements I am going to get.
I play GtA 5. Right now i get about 50fps average on normal. Sometimes it dips into the high 30 range.
I also play total war rome 2, Cities Skylines.
They are all pretty Cpu demanding. I get 30fps on max graphics in Cities Skylines.
I get 20fps in total war rome 2 on ultra.

TL;DR: i5 4690k and the Asus Z97 is a fine combo for what you're going to be doing.

The major difference between the i5 and i7 is the hyperthreading. They are both four logical cores, so multitasking will be *fairly* similar, although the i7 will pull ahead in multi-threaded workloads such as video editing.

The i7 does come with a faster stock clock speed, at 4.0GHz with a boost up to 4.4GHz. However, the i5 is an overclocking beauty. It's quite common to see an i5 overclock to a faster core speed than an i7 at a similar or the same voltage. Mine could OC to 4.8GHz but voltage was ridiculously high (1.4V+) so I dialed it back to 4.7GHz at 1.275. As for the i7 you will likely have to turn the voltage up higher to maintain a similar...
Honestly, if you have deep pockets and you are serios about livestreaming, go for the i7. Also do not go with mobos like Maximus. They are overpriceed. Simply get a decent z97 board, overclock the i7 on hyper 212 evo or water, and be happy for the next 5 years with your CPU. If your pockets are not very deep, but deep enough for Intel, go with an i5. It is simply an awesome all around CPU. Hope this helps

The major difference will be the hyperthreading, although whether you will notice this is out of my realm of personal experience. Generally speaking, many video games can't take advantage of more than a couple threads at a time, thus since both your processors have the same number of cores, 4, you will likely see little tangible improvements in gaming alone.

As it sounds like you will be doing "some streaming" I'll let you have my two cents: I have a GTX 970, record AND stream on Twitch at the same time while audio Skyping with my friend (cause Origin chat sucks) playing Battlefield 4 at 1080p on Ultra preset with MSAA and still get 90-100FPS.

I'd go with the i5 (duh cause that's what I did), it'll serve you more than okay.

I think for my needs I would be better of with the I7. I think i will be getting the Gigabyte Z97X Gaming 7. Almost 70 dollars cheaper. Same kind of features too. I can get the I7 4970k and the Gigabyte Z97X Gaming 7 for $404.98 plus tax. Quite a bit cheaper.

Awesome. Well if i can get that kind of performance from the I5. I might just go with that. That would save me a lot of money. If that's the case I will just go with the I5 4690k and the Asus Z97 A. Does anyone know what kind of performance increase i should get from that kind of upgrade? Going from a Amd 860k to a I5 4690k.

i5 will give a pretty big performance boost, around 30-40%

i7 will alleviate alot of the the fps hit with streaming because of its 4 extra threads, if your willing to spend th extra money

Yes, it would, another option is the xeon e3 1231 v3 and an h97 board, its a locked i7 4770 for a cheaper price and still has the 8 threads of the 4790k, but is locked, but the overall price is cheaper.

The i5 should be enough for what you need as games can't really take advantage of cpu's anyways. Video streaming put more stress on the gpu than the cpu I think and I am sure that the i5 can handle a two programs (the game and the video streaming software) at the same time. The i7 is only recommended for heavy multi taskers who uses a lot of programs at once.

Streaming puts a VERY heavy load on the cpu, not the gpu. Most streaming programs use cpu encoding, very few use h.264.

Thanks for that. I always thought that the gpu takes care of it and the cpu just handles the multi tasking of programs.
