Replaced R9 270x 4gb with R9 390 8gb and Windows Experience Index Dropped!?!

I have recently replaced my AMD MSI R9 270X 4gb with the new AMD MSI R9 390 8gb graphics card and when I ran my windows experience index the scores dropped! Specifically my scores in:
Graphics (Desktop Performance for Windows Aero) Now(5.9) Was (7.9)
Gaming graphics (3D business and gaming graphics performance) Now(6.0) Was (7.9)

I have an AMD FX8350 CPU with 8gb of DDR3 1600mhz ram. I am running Windows 7 64. I did not change anything besides the graphics card. This is very frustrating.

Why could this be the case? I expected a noticeable increase in performance. Definitely not a decrease... Is there some software that I could run to test my system to look for issues? Any advice?

Just to be sure, what power supply are you using?

I'd say screw the Index and double-check all the power connections, then test an actual game or benchmark software, such as Unigine Valley.

Lastly, uninstalling AMD's Catalyst Package doesn't require a 3rd-party tool for driver removal. They were helpful at one time, but that was quite a long time ago. (The last time I used one was on a WinXP, Athlon 64-based system using a 128MB 9600XT.) The process of running the uninstall through Control Panel/Uninstall a Program, rebooting, then installing the new version followed by another reboot has worked excellently for many years. (At least, it did for me, and I went from HD4890 to HD7870 to R9 280X.) AMD's newest release shocked me as it...

I used the DDU application http://www.wagnardmobile.com/DDU/ and used the clean and restart option and then installed new drivers after running it and rebooting...

I just updated the Catalyst from 15.20****** to 15.20-1046-150622a-186188C
and right now I am installing C:\AMD\AMD-Catalyst-15.7-Without-DOTNet45-Win7-64bit which came up as an update just now. The odd thing is that I installed 15.7 yesterday...

I wouldn't put too much weight into the Windows experience index score (whatever it's called) I would definitely run some benchmarks to get your data points.

Thanks for all of the advice...
I ended up removing everything again and reinstalling the drivers and it worked... The scores shot up to 7.9 in all categories except the HDD...
