Can I put old Hard Drive in new PC.

First let me say I have very little knowledge about PC's I am more of a plug it in and play type guy. Anyway, Hello all. I just recently bought a new gaming PC with windows 8.1. And I wanted to put my hard drive from my old PC which has windows 7 os, into my new PC. Does it matter about different OS. Should one reformat old pc and wipe old hard drive first? or?

I assume that your old drive is also using the SATA interface (in other words if it can be connected the same way as your new hard drive via the SATA cables in your computer). For reference, check this image:

the drive on the right is how you connect a SATA drive and the one on the left is using the legacy PATA (aka IDE) interface.

If this is the case, then the answer is - yes. You can connect it your computer and use it as secondary storage. I'd recommend that you backup any important data you might have on it and then wipe it clean (as you've correctly suggested). After that go ahead and repartition and reformat it the way you want (let me know if you need a guide...
